Flowable fill is a mixture of sand and concrete used to fill holes around in-ground pipes. It's not usually made during the colder months and can be difficult to purchase if the city runs out.

the cost of cellular concrete is often less than half that of conventional grout fill. In many cases it is less than the cost of “flowable fill” and offers other advantages as well.
