The United States and Israel have long condemned the payment of stipends to families of Palestinian prisoners involved in attacks on Israel.

Palestinian President Mahmoud Abbas has issued a decree overturning a system of payments to the families of Palestinians imprisoned or killed by Israeli forces that has been a longstanding source of friction with the United States.

RAMALLAH : The Palestinian Authority said Monday that it would end its system of payments to the families of those killed by Israel or held in Israeli prisons, including for attacks on Israelis, responding to a long-standing request from Washington.

Pro-Israel advocates dubbed it “pay-for-slay,” and pointed to it as evidence that the Palestinian Authority, while itself disavowing armed conflict, incentivized terrorism. During Trump’s first term, Congress passed legislation cutting aid to the P.A., which governs Palestinian areas of the West Bank, based on the payment program.

The Palestinian Authority has paid millions of dollars to families of assailants who have attacked Israelis in recent years, drawing scrutiny from the United States and from victims of the attacks.
