The boats that we were on were fairly large and shaded so one parent could stay with the children while the other parent snorkeled. If the children have their own life vests--which I do not think would be available in the right sizes through the tour but I am not sure--they could go in the water with a parent. On the shark and sting ray tour I saw a man from another boat holding a toddler while standing in the water. The water there was very shallow so adults could stand up and therefore protect and hold a small child. And on some of the tours they have live music--the boat operators sing and play small banjos(?). All that said, small ones may get bored
