Does anyone know how close you can actually get and where's the best place to stand for a good view. Thanks

The public road and other public space and westminster bridge is very near the Tower, you should have no problem hearing the bell

You can see the outside for free. Going inside requires a tour, and they are difficult to get. However, if you can get a tour it’s incredible.
