I’m travelling on a cruise and I’m planing to rent a car to go from downtown is it enough time ? The ruins are about an hour away from the city . My second questions is if there is any entrence fee ? Do I have to adquiere a tour to get it or can I just get there driving ?

You can get a tour to Altun Ha temples for $45 per person. I did see were people had rented jeeps. We were there 2/29/24 this is a tender port for Carnival so by time we had gotten to Belize city it was around 10 am . Our tour (which we scheduled once we were in port) by speaking to the local tour guide companies. The tour included transportation, a tour of the city, entrance into the park and a return to port. We left around 10:30 am and returned around 2:30 pm it did seem a bit rushed since from the port to Altun Ha is around 31 miles mostly on single lane roads. There was an opportunity to buy from flea market type shops at the site. There are not any food shops near site as it is not developed. There is one or two local vendors offering dried banana and other small fruit selections. You should plan on having a big breakfast or carrying snacks. the site does have a small museum which I would recommend visiting first to orientate your self to the site. For the price it is a good trip to take.
